On August 26, the Ministry of Ecology and Environment issued the announcement that the Ministry of Ecology and Environment has launched the "Thousand Mile Eye Plan" to comprehensively supervise the hot spot grid. The announcement said that in order to improve the efficiency of environmental supervision in key areas and to find and solve problems in the first time, the Ministry of Ecology and Environment launched the "Thousand Mile Eye Project" to screen out the "2+26" cities in Beijing, Tianjin, Hebei and the surrounding areas (hereinafter referred to as "2+26" cities) in the whole administrative region according to the grid of 3 km by 3 km, using satellite remote sensing technology. Out of the 3600 PM2.5 grids with high annual average concentrations, they are used as hot grid for key monitoring. After more than a year's trial, it has been fully developed in the "2+26" city and achieved good results.

 

 

 

The Ministry of Ecology and Environment opens the three hot spot grids with the highest average PM2.5 concentration in May, the worst improvement in PM2.5 concentration in the last year and the worst improvement in the last month as early warning grids to the public every month. For the hotspot grids which have been warned three times or six times in succession in a year, the Ministry of Ecological Environment will take measures such as public notification, assignment of working groups and public interviews with the heads of county (district, city) governments where the grids are located to urge local governments to solve problems and improve the environment.

 

 

 

According to Zhao Qunying, deputy director of the Environmental Supervision Bureau of the Ministry of Ecology and Environment, in order to ensure the effectiveness of the "Thousand-mile Eye Plan", the Ministry of Ecology and Environment launched a pilot project of hot-spot grid supervision in Cangzhou City, Hebei Province in 2017. Aiming at 126 hot spot grids in Cangzhou, local grid-by-grid long and professional grid supervisors were set up. 6325 gas-related pollution enterprises and 4143 boilers were investigated comprehensively, and 7760 environmental problems were found. The rectification plan is formulated by the grid manager for the problem organization, and the grid supervisor monitors and implements daily inspections. Since the pilot project, the average concentration of PM2.5 in Cangzhou has decreased significantly, and the hot spot grid has also been widely used in 2017 to strengthen the supervision of air pollution prevention and control.

 

 

 

Next, the Ministry of Ecology and Environment will gradually expand the scope of implementation of the "Qianli Eye Plan": by October 2018, the implementation of the scope of "2+26" cities; from October to add 11 cities in the Fenwei Plain; from February 2019 to add 41 cities in the Yangtze River Delta region, so as to achieve full coverage of hot spot grid supervision in key areas.

 

 

 

In addition, the Ministry of Ecology and Environment will study the working mode of "hot spot grid + ground monitoring micro-station + mobile monitoring equipment" by means of ground monitoring micro-station and mobile monitoring equipment (vehicle-mounted or portable) and by means of comprehensive use of Internet technology and large data concept, and will continue to implement the "Thousand Lights Eye Project". "To refine the law enforcement supervision area, precisely monitor the concentration changes and abnormal periods of pollutants such as PM2.5, further enhance the pertinence and accuracy of daily supervision and law enforcement inspection of hot spot grid, improve the level of air pollution supervision, and resolutely win the blue sky defense war.
