The average concentration of PM2.5 years is controlled within 56 micrograms per cubic meter. The area under its jurisdiction has realized the clean-up of scattered coal and the withdrawal and integration of industrial parks. Recently, the implementation plan of the 2018 air pollution control program for Binhai New Area was officially issued. The new area will start from various aspects to form a combination of air pollution control and help to control haze in Beijing, Tianjin and Hebei.
 
 
 
A total of 72 key tasks involving 10 aspects of air pollution control are arranged in this package. The relevant person in charge of Binhai New Area introduced that the upper limit of PM2.5 in the air was clearly defined in the plan, that is, the average annual concentration of fine particulate matter (PM2.5) in the whole area in 2018 should not exceed 56 micrograms per cubic meter. In the relatively superior air quality areas such as Beida port reservoir, the annual PM2.5 concentration reaches 50 micrograms per cubic meter.
 
 
 
In terms of improving energy structure and promoting clean heating in winter, the Binhai New Area will complete the clean management of the remaining 15,000 rural coal households by the end of September this year, and realize the task of clearing the bulk coal in the region. For industrial gas producers, special renovation will also be carried out. It is expected that the demolition and renovation will be completed by the end of August. If the renovation is not completed after the deadline, the production will be stopped according to law.
 
 
 
The optimization of industrial park is included in the scope of this transformation. Binhai New Area will carry out the preservation, integration and abolition of industrial parks, this year plans to complete the integration of three industrial parks.
 
 
 
The key industrial enterprises will be strictly controlled by pollutant discharge permits, and the special emission limits for atmospheric pollutants shall be fully implemented for key industries. Special emission limits for sulphur dioxide, nitrogen oxides, particulate matter and volatile organic compounds (VOCs) will be implemented by existing enterprises in thermal power, iron and steel, petrochemical, chemical, non-ferrous and cement industries as well as boilers in use from October 1 this year.
 
 
 
In addition, pollution prevention and control measures should be taken for construction site materials, such as slag and soil stacking and covering, soil excavation wet operation, slag and soil vehicle airtight transportation, etc. Prohibition of the sale and discharge of fireworks and firecrackers throughout the region.
