It is reported that the Ministry of Ecology and Environment has sorted out and summed up the "7+4" campaign to fight a hard battle against pollution, that is, to win the blue sky defense war, to fight seven landmark major battles, such as diesel truck pollution control, urban black and stinky water treatment, and to crack down on the illegal transfer and dumping of solid waste and hazardous wastes, and to meet the standards of garbage incineration and power generation industry. Since May 7, the Ministry of Ecology and Environment has launched special inspections on the control of urban black and odorous water bodies, the removal of wastes, the protection of drinking water sources and the defense of blue skies. Tian Weiyong, director of the Environmental Supervision Bureau of the Ministry of Ecology and Environment, said the top priority of the seven major landmark campaigns and four special operations was to win the blue sky defense. He said that the intensified supervision of key areas of the Blue Sky Defense War has been launched and will continue from June 11, 2018 to April 28, 2019. The intensified supervision will be carried out in Beijing, Tianjin, Hebei and its surrounding areas, the Yangtze River Delta and the Fenwei Plain. A new round of intensive inspection expanded from Beijing, Tianjin and Hebei and its surrounding areas last year to the Fenwei Plain and the Yangtze River Delta, and from 28 cities such as the previous "2+26" to 80 cities. "Last year, about 8,000 people from local and ministerial units were selected to participate in inspections, inspections and special operations. This year, 30,000 people will be mobilized to take part in the battle against the hardships."

 

 

 

"Compared with the past, the coverage of inspection will be broader." Tian Weiyong said that this year the "four major structures" should be readjusted as the fundamental policy, the "scattered pollution" enterprises should focus on comprehensive regulation and emission standards, optimize the industrial structure, the clean substitution of scattered coal should be emphasized, the energy structure should be optimized, the highway-to-railway and diesel truck management should be emphasized, the transportation structure should be optimized, and the mines, green space and diesel trucks should be taken as the key points. Focusing on comprehensive improvement of dust control, we should optimize the land use structure.

 

 

 

In terms of technical means, a new round of inspection strengthens the use of on-line monitoring, satellite remote sensing and other technologies, in the target city delimited a high concentration of PM2.5, high emissions of 3,600 hot spots grid. At the same time, we should give full play to the role of Wechat reporting, the use of law enforcement APP, the use of artificial intelligence and large data analysis to improve the pertinence and accuracy of supervision.

 

 

 

The supervision of the whole battle of pollution prevention and control will be problem-oriented, direct command by the Ministry of Ecological Environment, comprehensive discovery of problems, and the use of inventory management, draw a line to the end. To solve these problems, local governments should be directly handed over to local governments and adopt the five-step method of "investigation, handover, verification, interview and special supervision" to consolidate the responsibilities of local Party committees and governments at all levels and promote the solution of some "hard bone" problems that can not be solved for a long time.
